COMPREHENSIVE DEVELOPMENT PLAN (CDP) PLUS 2023 – 2028

The 2023-2028 Comprehensive Development Plan (CDP) is a city-level investment plan that reviews the current socio-economic, spatial development of the city, integrate climate change and disaster risk concerns and sets forth a vision, goalsand guidelines for a city’s future, and provides the overall foundation for all land use regulation in the city. It is a living document that should be updated from time to time or the basis for other plans that set the tone of the city’s development directionin the next
six (6) years.

This output should be aligned with the Philippine Development Plan (PDP) 2023-2028 that remains anchored on the government’s zero to ten-point socio- economic agenda and geared towards the achievement of our long-term vision: Isang matatag, maginhawa, at panatag na buhay para sa lahat, which can be said to be rightfully claimed by its framers who necessarily came from various sectors and laboriously worked so that this end might be achieved. And provide the much neededguidance in the utilization of risks and vulnerability analytics to ensure responsive of interventions that can strengthen
resiliency and coping capacities of communities.
